Ethiopia: Addis Ababa to Outsource Government Services

The city administration’s Public Service and Human Resource Development Bureau announced plans to outsource 46 government services to third-party providers. This initiative aims to improve service delivery and allow government institutions to focus on broader societal issues.

Bekele Temesgen, head of the bureau’s service delivery and outsourcing sector, explained that outsourcing will reduce the burden on government employees and ensure services are delivered promptly. The bureau is finalizing regulations, guidelines, and tender documents for the transfer of services. Once approved by the Cabinet, the outsourcing program will begin.

Bekele emphasized that outsourcing will create jobs, improve cost-effectiveness, and enhance the accessibility of services. However, there will be a reduction in government manpower, particularly in security and cleaning roles. These employees will be prioritized for positions within the outsourced services and offered skills training and financial support to ease the transition.

The bureau will also provide training to government institutions on the outsourcing process and strategies for transitioning services to third parties.
