Ethiopia: Addis Ababa City Council Approves Birr 350 billion Budget

The Addis Ababa City Council, in its 4th regular session now on its second day, has approved the city’s 2025/26 fiscal year budget totaling Birr 350.13 billion, a 45 percent increase, or Birr 108 billion more than last year.

Birr 343 billion of the total will come from domestic revenue sources. The budget focuses on disaster relief, sustainable development, major job creation projects, infrastructure improvements, and subsidies for essential services.

Key priorities include completing corridor and housing development projects, enhancing transportation services, road infrastructure, and expanding access to drinking water.

Of the total budget, Birr 238.93 billion is projected from tax revenue, Birr 56 billion from municipal revenue, Birr 46 billion from non-tax revenues, Birr 1.8 billion from the Road Fund Office, and Birr 6.9 billion from foreign aid and loans.

Capital expenditure accounts for Birr 246.3 billion or 70 percent, while Birr 91.8 billion (26.2 percent) is allocated for regular expenditure, and Birr 12 billion (3.4 percent) set aside as reserves. Central sectors will receive Birr 276 billion, and sub-cities Birr 74 billion.

The council also confirmed new appointments, naming Abdulkadir Redwan as Head of the Finance Bureau with the rank of Deputy Mayor, Mekonnen Yae as Head of the City Land Administration Bureau, and Olyad Seyoum as President of the Urban Land Acquisition and Appeal Court.
